The work is connected.
Our capabilities are too.

ASOA works where people, operations, and emerging technology meet. We help public agencies develop leaders, prepare facilities and multi-site operations, and use data and AI with sound judgment. Each engagement is shaped around the client's mission, workforce, and operating environment—not an off-the-shelf template.

Experience shaped the insight. A system made it transferable.

Leadership forged through experience.
Built to scale.

Carl Blackmond is Founder and CEO of ASOA Investments, a U.S. Air Force veteran, entrepreneur, and leadership consultant with more than 30 years of experience building organizations and developing leaders. His career spans financial services, financial technology, and enterprise growth, with a consistent emphasis on training people, developing managers, and turning plans into coordinated action.

Carl advanced from Personal Financial Analyst to National Sales Director within six years at a financial services subsidiary of a company then ranked among the Fortune 10. His subsequent experience included investment advisory work and participation as a principal investor in an early automated online loan-origination platform. These experiences shaped his understanding of organizational growth, technology adoption, and the leadership required to sustain both.

His leadership consulting experience also includes helping rebuild two companies through training, clear direction, practical systems, and shared accountability. Throughout his career, Carl has focused on helping people understand their responsibilities, develop their capabilities, and follow through.

Today, Carl applies those lessons through ASOA SEVENTM, a practical leadership system that connects mission needs with clear responsibilities, measurable progress, and future-leader development. His work emphasizes stronger communication, effective problem-solving, and consistent execution, helping leaders prepare their people and sustain performance as organizations grow.

Created by Carl Blackmond from practical experience building organizations and developing leaders across industries.

Steady principles.
Repeatable execution.

ASOA SEVENTM provides a steady point of reference as teams, requirements, and conditions change. Its seven fundamentals turn clear direction into a process leaders can teach and teams can apply: define the need, align people, resolve barriers, commit to the work, and develop the leaders who will sustain it.

For federal, state, and local organizations, that means defining the work, bringing the right people together, removing barriers, and following through. The system gives leaders a shared way to move from a mission requirement to accountable action.

ASOA means A State of Awe. It expresses a standard of care in the work: clear leadership, prepared people, responsible decisions, and commitments fulfilled. ASOA SEVENTM gives teams a consistent foundation for putting that standard into practice.

ASOA SEVENTM Fundamentals

A practical sequence for defining mission needs, aligning stakeholders, resolving barriers, and sustaining results.

01

Define the Mission Need

Identify the gap and required result

Start with the problem, whom it affects, and the evidence that it matters. Establish the outcome before committing time or resources.

02

Align the Stakeholders

Establish a shared purpose

Bring decision-makers and delivery teams together. Clarify priorities, roles, constraints, and the decision or action that must follow.

03

Develop the Response

Make the approach usable

Translate the requirement into actionable options. Explain the work, the expected outcomes, and each team’s responsibility.

04

Resolve Barriers

Address risks and friction early

Surface concerns, dependencies, and competing requirements. Test assumptions and adjust the approach when the evidence calls for it.

05

Commit to Execution

Turn agreement into assigned work

Name the owners, deliverables, milestones, and standards. Document the decisions so teams can act and check progress.

06

Build the Delivery Team

Match people and skills to the mission

Recruit or assign the right capabilities. Give people clear roles and an onboarding path so they can contribute early.

07

Develop Leaders and Sustain Results

Measure progress and prepare successors

Use feedback, action completion, mentoring, and follow-up to see what changed, reinforce accountability, and prepare others to lead.

Learn it.
Use it. Sustain it.

ASOA can deliver ASOA SEVENTM through executive coaching, leadership seminars, performance workshops, and customized curriculum. The format depends on the people, the requirement, and the environment in which the work must be performed.

At the outset, ASOA and the client can agree on practical measures: onboarding milestones, completion of assigned actions, leadership-development progress, or employee feedback. The point is not to count attendance. It is to see whether the training changes what people do.
